Using AI and Machine Learning to Analyze Spend on Small Businesses

The utilization of emerging technologies in procurement and acquisition have come a long way from years past. Artificial Intelligence, machine learning, and natural language processing have developed to a new point, where more capabilities exist today to explore its many applications. The time is right for industry, government, and academia to collaborate and explore how these technologies may be applied using publicly available data and regulations. There is a wealth of information contained publicly available in distributed databases such as Federal Procurement Data System Next Generation, FPDS-NG, USA Spend, and the Federal Acquisition Regulation. These sources can be utilized to develop an acquisition tool that will benefit the entire acquisition community. This Data and Analytics Lab will be a place where products and solutions can be developed and explored to advance acquisition. Experts from across government, industry, and academia can partner together and develop a tool to benefit the entire acquisition community. It could be used to answer basic questions, perform analysis, or to detect when there are problems and anomalies within the statutes, regulations, and/or contract requirements.

About the Lab Presentation

GSA wants to improve the utilization of small businesses on federal contracts. In support of this goal, they would like to use AI and machine learning to analyze procurement data from the Federal Acquisition Service (FAS). As part of this effort, GSA asked the ATARC Data Analytics and AI Lab (ADAAL) to build a Spend Analysis prototype focused on analyzing contracts awarded by various agencies over the past few years. The prototype was built using SymphonyAI’s patented award-winning EurekaAI platform, leveraging the secure lab environment provided by nAbleLabs.

The presentation will describe the background and scope of the GSA Spend Analysis Prototype, the EurekaAI platform used to implement it, results of the prototype, and potential next steps. The prototype was used to analyze FAS data for 376,000 IT contracts awards awarded over a 4-year period (2017 – 2021). Focus for the analysis was on contracts awarded by GSA, DOJ, HHS, and DOD. The analysis was performed using the EurekaAI platform which brings together the only commercially available implementation of Topological Data Analysis (TDA) and a broad range of machine learning, statistical, and geometric algorithms to create a visual representation of all the data points in a large data set. Using this visual representation, SymphonyAI was able to rapidly uncover critical patterns and relationships in the FAS contract data.
