ASCET supports private sector-driven engagement and capacity building by fostering collaboration across industry\, academia\, standards setting organizations\, and government\, among other stakeholders. ASCET was formed under a cooperative agreement between ASTM International and the National Institute of Standards and Technology (NIST). ASCET’s mission\, as it relates to quantum technologies\, is to: a) broaden and diversify U.S. stakeholder participation in quantum standardization; b) cultivate a new generation of quantum subject matter experts who participate in standards; c) support U.S. private sector priorities through training\, tools\, and targeted initiatives; and d) accelerate the development and implementation of impactful\, industry-driven\, international quantum standards. \nThe goals of this session are not only to introduce ASCET and its objectives to you but also to communicate the urgency of quantum standardization for U.S. based organizations and industry professionals at this juncture in quantum’s growth. \n			\n			\n				\n				\n				\n				\n			\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				Speaker:\n			\n			\n				\n				\n				\n				\n			\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n					James H. Dickerson\n					Director\, ASCET Center of Excellence\, ASTM International \n					\n					\n				\n			\n			\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				James H. Dickerson\, PhD\, MBA\, is the inaugural director of the ASCET Center of Excellence for ASTM International. ASCET (Advancing Standardization for Critical and Emerging Technologies) is a transformative initiative to accelerate private sector-driven U.S. engagement and capacity building in the development and implementation of international industry standards in critical and emerging technologies\, such as AI\, biotechnology\, quantum\, and semiconductors. \nAfter a postdoctoral position at Columbia University\, he joined Vanderbilt University as an assistant professor of physics. Later\, he was promoted to associate professor of physics with tenure and associate professor of chemistry with tenure. Thereafter\, he became the assistant director for the Center for Functional Nanomaterials at Brookhaven National Laboratory\, a US Department of Energy Nanoscale Science Research Center. Before joining ASTM International in July 2025\, Dickerson was most recently the chief scientific officer of Consumer Reports\, the nonprofit consumer advocacy organization. Dickerson received a BA in physics from Amherst College and a Ph.D. in condensed matter physics from the State University of New York at Stony Brook. Later\, he earned his MBA from Wharton. Prior to his work at Atom Computing\, Dr. Notermans was a postdoctoral researcher at Stanford University\, focusing on high‑precision measurements enabled by quantum superpositions of neutral atoms. The mission of the CQT is to collaborate with industry and government stakeholders to identify compelling needs and challenges in quantum technologies\, and then develop novel solutions to address these opportunities. Quantum technologies are governed by the physics of sub-atomic particles and have relevance to computing\, sensing\, imaging\, metrology\, communications\, and cryptography. Because of their wide-ranging applicability\, quantum technologies promise to be transformative\, with uses in intelligence\, financial security\, computing\, medicine\, and navigation. Society has entered the second quantum revolution\, but it is still in its infancy\, and the nascent quantum industry requires significant fundamental research to mature novel technologies. In partnership with industrial and government members\, the CQT researchers will use their expertise in quantum science and engineering to develop and transfer foundational knowledge into industry-friendly quantum devices\, systems\, and algorithms with enhanced functionality and performance. Additionally\, the CQT will help train the next generation of quantum scientists and engineers to support the development of a critically needed quantum workforce. Students not only conduct research\, but also help writing project reports\, present at biannual meetings\, and interact with industry and government members. He is also the Executive Director and Industry Liaison Officer of the Centerfor Quantum Technologies\, an NSF-funded Industry-University Cooperative Research Center (IUCRC).He previously served as Chair/Vice Chair of the Workforce Technical Advisory Committee of theQuantum Economic Development Consortium (QED-C). Before coming to Purdue\, David worked at theAir Force Research Laboratory at Wright-Patterson Air Force Base as an employee of General DynamicsInformation Technology (2012 – 2019). Prior to that\, David was a Postdoctoral Research Associate at theUniversity of North Carolina at Chapel Hill. He received both his B.S.
